OVERVIEW

A seamless supply chain is the lifeline of sustainable energy. When a key port in Southeast Asia became a pressure point—where vital wind turbine components were delayed, seized, and leveraged by bad actors—a global energy leader turned to Pinkerton. By embedding Pinkerton Dedicated Professionals (PDPs) on the ground and combining executive protection, threat management, and investigations, the client regained control of port operations and put an ambitious international project back on track—safely and lawfully.

CLIENT PROFILE

A leading global provider of sustainable energy solutions, recognized for designing, manufacturing, installing, and servicing wind and hybrid projects around the world. To keep projects moving, the organization relies on highly coordinated logistics to move heavy and oversized components across borders and through congested ports.

THE CHALLENGE

At a major Southeast Asian port, the client engaged local logistics vendors to handle the transport, storage, and movement of heavy wind components. The vendors failed to meet contractual obligations, creating compounding operational delays and jeopardizing critical milestones. After repeated attempts to correct performance, the client terminated the contracts and onboarded new providers.

The situation escalated rapidly. Disgruntled former vendors—linked to local organized criminal elements—moved to assert control over the port environment. They disrupted client-related activity, held assets effectively at ransom within port confines, and used intimidation tactics to threaten the client’s supervisors and newly appointed vendors. The combination of stalled cargo, credible threats, and a contested operating environment created acute risks to people, assets, and schedule.

  • People risk: Supervisors, engineers, and vendor personnel faced targeted threats and potential confrontation in public and semi-public areas.
  • .Asset risk: High-value, bulky components were immobilized at critical handoff points, increasing exposure to damage, theft, or further leverage for extortion.
  • Continuity risk: Each day of disruption compounded schedule slippage, with downstream cost, contractual, and reputational impacts.

PINKERTON SOLUTION

The client engaged Pinkerton for immediate, on-the-ground support. Pinkerton deployed embedded subject matter experts — Pinkerton Dedicated Professionals (PDPs) — to stabilize the environment and restore safe operations. A multi-faceted program was activated, integrating:

  • Executive protection for key personnel exposed to targeted threats
  • Threat Management to assess, prioritize, and mitigate evolving risks
  • Investigations to document incidents, surface perpetrators, and support law enforcement actions

The PDP model provided continuity and local knowledge: dedicated resources embedded with the client’s team, coordinating with site leadership, port stakeholders, and approved vendors, while aligning with corporate policies and legal requirements. The team executed a tightly coordinated plan designed for immediate stabilization and sustained continuity:

24/7 protection and safe movement for at-risk personnel

  • Established protective coverage for identified employees and supervisors.
  • Implemented safe arrival/departure routines, protective transport, and protocols for movements between hotel, port, and work sites.

Meticulous threat assessments and risk triage

  • Conducted rapid baseline and ongoing threat assessments covering people, assets, facilities, and logistics choke points.
  • Prioritized risks using likelihood/impact criteria and adjusted controls as the situation evolved.

Actionable mitigation strategies and operating protocols

  • Designed practical procedures for cargo handoffs, verification, and access control to reduce points of leverage.
  • Recommended staging plans, secure storage arrangements, and escort procedures tailored to oversized and high-value components.

Close coordination with local law enforcement (LE)

Established appropriate liaison channels to report incidents, share intelligence, and enable a lawful response. Ensured actions aligned with local legal frameworks and port authority requirements.

Investigations and intelligence development

  • Investigated threats and incidents in public areas, documented evidence, and preserved chain of custody where applicable.
  • Identified responsible parties and patterns of activity, aiding authorities in multiple apprehensions and in defusing the immediate threat.

Throughout, Pinkerton maintained detailed incident logs, decision records, and communication plans—ensuring the client’s leadership had clear, timely visibility and that actions were defensible, consistent, and aligned with corporate governance.

BUSINESS IMPACT

With criminal interference neutralized, the port environment stabilized, and protective controls in place, the client resumed operations and advanced the project without further disruption. Key outcomes included:

  • Restored continuity: Cargo movements restarted, project milestones realigned, and costly cascading delays arrested.
  • Safer operations: Personnel operated under clear protocols with protective support and tested escalation paths.
  • Stronger position in-market: The client reinforced its operational capacity and credibility in a region that had previously challenged its activities.

Key Takeaways

  • Embed early in high-risk logistics: Dedicated on-the-ground SMEs close gaps between policy and practice at critical nodes like ports.
  • Treat vendor turnover as a risk event: Plan for security, continuity, and communications when transitioning from underperforming providers.
  • Integrate protection, threat management, and investigations: A single, coordinated program shortens disruption and supports lawful resolution.
  • Build and maintain LE relationships: Early, appropriate engagement with local authorities accelerates incident response and deterrence.
